Elisa Grey
Elisa Grey has over 24 years of experience in business attraction and retention, and project management of commercial development projects within the Inland Empire as an economic development professional.
Grey spent six years as Project Manager with the Economic Development Agency for the County of Riverside, overseeing numerous infrastructure projects and institutional developments. She transitioned to the City of Fontana as Economic Development Manager, leading a robust economic development program. She implemented the redevelopment of the Fontana Civic Auditorium campus and worked on the expansion of the Fontana campus.
After 18 years in local government, Grey moved to the private sector with HdL Companies, a sales tax reconciliation consulting firm, where she worked with over 60 cities in a variety of economic development related services.
Throughout her career, Grey has helped facilitate the attraction of over 30 million sq ft of development projects including logistics-distribution, shopping centres, commercial retail/office, medical-healthcare, hotels and auto dealerships. She has worked directly with major corporations such as Aldi, Amazon, Phillips Electronics, Nike and Sketchers, among others. She has also worked with major retailers, including Costco, Home Depot, Target, TJ Maxx, Trader Joes and Walmart, as well as restaurants such as Buffalo Wild Wings, Cheesecake Factory, Flemings Steakhouse, Mimi’s Café and PF Chang’s.
Grey eventually returned to the Inland Empire in 2019. In her current role as Chief Revenue Management Officer at Ontario International Airport Authority (OIAA) she has overseen commercial development opportunities and assisted in a leadership capacity to increase revenue potential from non-aeronautical development.
Grey holds a Bachelor of Arts degree in Economics from the University of California, Riverside; a Master of Arts degree in Leadership and Organizational Studies; and an MBA both from Azusa Pacific University.
